On February 27, 2008 the Attorney General adopted regulations necessary to affect the purposes of the New York False Claims Act, which include the prevention and deterrence of fraud against the state and local governments, and the recovery of funds or property fraudulently obtained. The regulations added a new Part 400 to Title 13 of the N.Y.C.R.R. entitled "Procedural Regulations of the False Claims Act." They address, among other things: where to serve papers on the Attorney General, rules applicable to local governments that initiate a civil enforcement action, and certain investigatory powers of the Attorney General.
